Well the entire reason for the war is to kill the servants to give the grail energy to grant the wish but if it had the capacity to summon a divine spirit even in a class container it should probably be capable of granting wishes without rituals like the war itself.

Enlightened beings by the way can't be summoned either since they've reached Akasha aside from Boddhisatvas who stay behind to help humans, like Siddhartha Gautama.
