You can't reach this position through power alone; it was not just a rank, it was also a title, a title that meant you've got intelligence, control, power and maturity that befits the rank. They were as much in charge of watching over duels as the instructors, and moreover, duels that involved themselves carried very little risk under normal circumstances.
