I'm not sure how they'd catch his eye in the first place if they aren't somehow related to the mafia, unless they maybe both have...distant relatives (or like a great grandparent or something) that does have ties, which is how Reborn tracked them down in the first place with the assumption that although they're civilians, they might have some sort of latent ability for fighting/flames? ...It's late and I'm totally just saying random things now.
