A codex is a good idea, though I doubt everyone would be inclined to add to it. You and I could take charge of updating it.

As for people's CS's I won't force anyone to make a proper codex entry, however, if their character is tied to an entity they will need to briefly explain it regardless. As for the entries serving as plot devices, I think that's a possibility.
