Excelling in school, he developed an interest in politics early on, entering at a local level in his prefecture. He gained a reputation as solidly competent and reliable, if unimaginative, and worked his way up through the bureaucracy. He was eventually persuaded by a citizen action group to stand for election to the lower house of the National Diet, representing Niigata. Hardworking and serious, Ueda managed to make himself a pillar of his political party, working diligently towards the party line but not being so splashy as to attract unwanted press. The party considers him a useful tool and good figurehead. When the previous Prime Minister was ousted in a no-confidence vote following an embarassing sex scandal, it was almost unanimously agreed that the next man in office should be inoffensive, uncontroversial, and serious-minded- the representative from Niigata was a perfect fit.
