Manpower is the number of regular troops one county can have. It's the maximum number of troops you can have without raising the levies.
Total manpower of the duchy is 6000 regular troops as we have previously agreed on. Levies are every other capable man, woman or child that will fight for you when necessary but they are poorly armed and generally bad quality troops. You only raise them in dire needs. They are free.
