Can I offer an alternate suggestion?
You don't have to kick him out just yet.
I mean this was just the first turn afterall.
Why don't we just assume that, for now, his race has been rather idle, not sending scouts out and such. Sitting on their butts basically.
Nothing absolutely critical has happened yet and he might still join in later.

So just make the next gm post so the rest of us can continue and then just wait and see.
Now if he doens't post after two or three other rounds then yes, by all means kick him out.
But let's not be hasty.
