For this particular case, since it's a homicide, whoever is the highest ranking officer in JPD's homicide investigation division. Which, I'm assuming is Tryner. 

The Commissioner doesn't actually work on the case. They're more like supervisors and they also handle public relations - Working with the mayor and the police divisions in the department to figure out what information is released to the public.
