If you open the map in a new tab, you will see "Blank_Latminis_by_Magnysovich" in the file's name.  You can find it on DeviantArt by just searching for the title in Google (or follow this [url=http://magnysovich.deviantart.com/art/Blank-Latminis-138163070]link[/url]).  With that said, the creator of the map has said that anyone can use it for their own purposes.
