I made hybrid airships regular ships that shoot huge volleys of rockets. I can't think of anything MORE steampunk! 

From the perspective of Resia, Airbattleships would be vastly more effective against armies because armies can't move the big guns required to pierce their armor like navies can. Resia doesn't really care about land combat, hence no big huge expensive battleships.
