Eh that's a tough one. The no sidekick rule is in effect for the time being so probably not. If Tundra wanted to do Nightwing or Red Robin (yum) I would have said no but Red Hood I could see it be an extremely hard stretch. As in he can go ahead and put out a character sheet but I'm not sure if it would actually be accepted. 

It would also be up to whoever we get to play Batman as he is the mentor character and get's first dibs. ErsatzEmperor has shown interest in being Batman so I wouldn't do anything about that until he or someone else got a Batman sheet up. Supergirl though I cant see as a character separate from Superman, she is literally his cousin. I can give you first dibs on a Kara sheet down the road if you are interested though...
