I think there's probably free travel between districts of a Zone (excluding Zero), your character can enter different zones with a restriction but if they are caught buying something or disturbing the peace in any way they're gonna find trouble. Does Sektor resemble older, existing robots? Cause if not I would think it'd be recognized fairly quickly.
