Theodore sat in his fairly large underground bunker, currently he was putting the final touches on multiple attack drones. He planned to use these to test the heroes in happy harbor, he had only learned of them recently. After moving to Happy Harbor and establishing his bunker he had heard gossip of heroes, it was then Theo mentally kicked himself for not doing his research, but this could be a good thing as well. If he managed to take them down he would gain tons of 'street cred' with other villains.

But for now he had to do his research, his drones would be a test of sorts for the heroes. As he disconnected the drones power supplies he set the timer on their release and walked out of his bunker on the farthest edge of Happy Harbor. He had about an two hours to setup before the drones were released so he decided to set markers at the most crowded parts of the city, Theodore wondered into various crowds around the city and dropped his micro tracers, small chip like devices which transmitted to his drones.
