Batwoman (Barbara) - Paralyzed poor man's Batman. Super Soldier Syrum. Off the list of non-powered superheroes due to inability to actually fight crime. Hacking doesn't count either, otherwise the real world has quite a problem with supervillians.

Green Arrow - Batman with a bow and arrow and an addiction problem. Unreliable, he barely qualifies to be on the list.
