DC have a lot of catching up to do, especially considering that they've already tried to create their unified cinematic universe twice now. They don't have time to wait for each hero of the Justice League to get their own movie, especially for the likes of Aquaman and Cyborg who aren't exactly center of the movie going public's attention.  They gotta strike while the iron is hot, the hot iron being interest in superhero movies, and they can't afford another Green Lantern blunder.  Better to stuff a cool looking Aquaman into a movie they know people will see, and hope the public will then want to watch a movie with that character as the hero, rather than give him a solo movie first and run the risk of it bombing and jeopardizing the whole endeavor.
