I think Rimau would be more likely to have chanced upon Felan's wolf form from afar, and decided the conditions weren't right to hunt such a creature (too dark, too windy, too wooded etc.), so he left him alone instead. Even better, if he frequented the tavern before, he may have met Felan's human form too, without knowing the connection. Then he'd probably start rambling to people about the big-ass wolf he has his eye on.

I love dramedic irony.
