I was thinking of giving them a combat bonus against city-states. Considering there are a lot of unowned Balkan nations surrounding Serbia (save for Romania), this would make for a very good UA. Not only that, but seeing as Romania is very defensive of it's trade to Bulgaria, they could be given a friendly city-state bonus as an incentive to preserve them, thus leading to conflict between the two Balkan nations.
