Kinda-sorta. At this point there's so much that's gone on in active and pre-lore that it's not possible to really make something from the ground up. It can't be totally fantastical and it has to be rooted in something. And the point of time-line divergence here is at 1914, the further you get from that though the more something can be deviant.

And we had a Philippines. But the player for that got tired of the slow pace of the RP. The country too does come with some pretty heft lore already written, so it's not nearly as flexible as you'd hope.
