This sounds a TON like an RP I tried to run a few times, but the one I did had the player characters as the absolute D-listers of the multiverse cops, powerful individuals who were just unreliable or unskilled enough that they didn't want them to be a liability to a better team but were too useful to fire.

Depending on what stuff is allowed / what kinda game this looks like, I may join.
