I was going to apprehensively say "no". But then I looked at the history for the Samoan islands and given the time-line divergence they could still run them.

Not sure on the Cook Islands or Tonga. I'd prefer not unless sometime around the First World War they were administrating them. And remember, in some ways France still has some colonies too in the Pacific Islands in the region.
