#1. For the most part, you're going to be working with any universe that would logically gel with a unified civilization. So, there'll be universes from all forms of media, but you won't be going right into something like Warhammer 40k or Mad Max. 
#2. Of course players can have multiple characters. The Peacekeepers are a massive force, and there's multiple "chapters" of Sentinels.

I have no doubt in my mind that this premise has been done before. Multiversal settings are a mainstay of RPGuild, and everyone wants to play the 'good guys'. I'll allow any kind of character, so long as they'd logically make sense in a primarily political climate. Judge Dredd and Teyrn Loghain would make some semblance of sense, but guys like Sylar and Light wouldn't, you know?
