Reploids, X in particular, were made to be closer to humans. All reploids, including X, are special because they were made to make their own choices and develop their own personalities instead of being bogged down by programming. I'm not sure he experiences life as a human as he does outlive them, but he is meant to share the same feelings and the type of free will in choices. I know he's more than a machine, but he has a cannon in presumably both of his arms, boosters in his feet, etc.
