On the Eastern Outskirts of LA; it's a large complex that functions as an administrative centre, airfield, fortress, refugee centre and rehabilitation clinic. It also has a number of 'luxury suites' for the more 'troubled' heroes, so as to help them recover. Heroes who aren't troubled, like Adam, get a more...moderate set of accomodations; livable instead of luxurious, unless they make a request for it to be otherwise.
