Mmm, well, as I understand it currently, It's a three step process.

[*] Read the summary which is linked to in the first post of the characters page *Points*. 
[*] Submit a character that gets accepted. 
[*] Have them show up at the guild hall or other place where there are Phoenix Wingers around. *Hopefully* (Not required) with no idea they attacked the Magic council 'today'.
