Too much training is actually counter productive. Maybe not for tanks like Ivan but for faster characters like mine. Have you ever seen a body builder, they've got all that muscle racked up from the exact kind of training you seen intent on but they would fail horribly in sports like boxing. You know why? Because having all that muscle is actually impeding there body from moving the way it should. They can't extent there arms with sufficient speed and while they might have a massive amount of entrance no one that undergoes that kind of training would be able to swing themselves over a wall or do any sort of intricate climbing maneuvers. That kind of training gives you a lot of power but very little dexterity which is essential to most of the people in PE class at the moment. The characters that could afford to train like that took other classes cause there already that buff.
I saw this problem a lot as a Marine. There were plenty of giant muscle-bound meatheads who could barely run a mile. The protein guzzlers would just lift heavy with the sole goal of 'getting big' but their cardiovascular strength would fail as a result of not doing any cardio exercises whatsoever. I believe someone described it to me as the difference between muscle strength - how much a muscle could exert effort towards in one repetition, and muscle endurance - the ability for the muscle to repeatedly conduct an action over and over without tiring and with relatively good speed. EDIT: There also is a such thing as over-training, when you work your body too hard to the point where it goes into this emergency panic mode and begins to eat itself and break itself down in an attempt to keep you alive.
