I'm pretty sure all the characters you listed could beat him.

As well as Rei since I'm fairly certain she's a more skilled fighter and electricity-eating/cancellation is a natural extension of her sword's magical capabilities.

On the converse side I'm pretty sure plenty of characters here could beat Rei.

You don't just go stating your character would kill everyone else's.
