Actually, the woman bearing Eden might still be saved, and nothing says that she can be taken to the International Heroes HQ and the baby born there before the two-week limit.

Not merely that, but Cedric has approached Loki/Trickster about rescuing the surrogate mother before the assault on New Sun, so he does care about her welfare as well as the baby.

However, that still leaves the need to gather evidence against New Sun, which will take time.
