Back in 1866 there had barely been any socialist party support, let alone enough support for a communist uprising. And the guy who recommended using Fascism, well Fascism was a reaction to the Communnist takeover of Russia. If anything is lacking it's a proper nationalist state. Germany is rather close to one, but it still seems like a rather liberal place in comparison to real life nationalist states. That's just my thoughts on it.
