Here's the thing though, Captain Hisashi is probably going to do things his way most of the time and take what the council says as only 'suggestions'. He has to, as he's what would be considered 'the government' in the old world, considering that the local one is gone.

EDIT: Oh, and I forgot to mention the American Soldiers who were taken as POWs. But he didn't mention that to the council though. I've edited my post.
