The majority will be new, but if your character is of a criminal background, I'm fine with you already being part of the circuit. I'd prefer for you to be relatively small time, though. No crime-lord, or anything.

Yes, things will develop and will probably become more serious in time. Like I said, if we move in to the ME3 timeline, that'll open a whole new range of potential situations.
