[/quote]I solved that by smaller ships and that technically these ships are weaker than the average.
Let's say 10 frigates (my common ships) are about enough to challenge battleships.
They are certain 1/10th of the mass what I had my previous heavy cruisers at.
Although firepower-wise they're closer to 1/3rd in average encounters mainly because these are Attack Fighters while Heavy Cruisers were all-rounders.
Still unless superbly coordinated the "one battleship equals 10 frigates" claim stands.

Anyways, it still worths noting that the Morte Empire is a rather militant civilization. Their low key nature rather stems from their small size, slow FTL and mostly isolationist policy. The fact they're living in the uncharted territories does help to establish this, too.
Think of them like 16-18th century Sweden or something.
