She would. Ruth doesn't see how being a public figure helps anyone in particular. For the most part she is a helper and not a leader. H.E.L.P. looks to be the best option for that. But that won't change the public opinion of her alone. People want answers even if they don't really need them. It's why celebrities have a constant eye on them for every little detail.
