[/quote] Well H.E.L.P. is broken into three divisions: Equality and Education: (Sidenote I know the OP says 'and Research' but as you see below that's redundant and shouldn't be there.) This division of Help works the political sector, ensuring that Hyperhumans receive the same rights, privileges and treatment as regular humans. As they just went from a Federal level to an International level the Equality department is stretched rather thin. The Education department is divided between providing education to the public about Hyperhumans and what is known of their abilities as well as providing education and training to Hyperhumans, this is primarily at the Pacific Royal Collegiate and University in British Columbia but I have plans to eventually have H.E.L.P. open other institutes. Logistics and Research: Logistics looks after organizing all of H.E.L.P. while research looks into further understand Hyperhumans and their Hype genes. If Ruth were to be helping, the Research Department would make the most use of her abilities. Protection and Enforcement: This essentially is covered by S.H.I.F.T. although S.H.I.F.T. is comparble to a SWAT unit. H.E.L.P. does have basic trained officers who can deal with low threat issues. S.H.I.F.T. intervenes when the risks are quite high. Note that this is both protection of Hyperhumans and the public from Hyperhumans who decide to abuse their gifts. Enforcement basically covers keeping Hyperhumans from abusing their abilities whether harmful or not.
