She's not ready for the outside world. Her personality doesn't fair well with normal people and her substance abuse makes it hard if not impossible to get a job. She can't go anywhere else. 
Kind of like a kid who'd stay with their parents, except she has no parents so this is her only option.

Not to mention her temperament combined with her possibly deadly ability make her a danger to the general public.
