1) correct. You can basically introduce your character however you please. 
2) Yes, this was intentional on Ticus' part. Weeding out the weaker ones in the process. We will be trying to kill eachother, most likely believing everyone is just a random merc or something. Not knowing they too have been sent by Tic'.
