Cool beans. I'm imagining a nation run by magical girls that is in full alliance with the incubators. Basically, a government can maintain power by promoting fear, but if it is fear in the government, the people will be in a state of unrest and may rebel at some point. So the better option is to create fear in an 'enemy'. if you can fool your population into believing that you are protecting them, they will love you and support you, all the while hating their enemy. And if you are able to continue to 'manufacture' this enemy, then your control will be perpetual. This nation would therefore find a means of creating desperate situations in nearby, heavily controlled foreign territories, send incubators into those territories offering magical girl status to the populace, push those magical girls to the brink until they become witches. Let those witches wreak a decent amount of havoc, take it down, rinse, repeat. The people will continue to live in fear of the 'enemy' and receive 'security' from their magical girl overlords, the incubators get their energy, and the ruling magical girl party maintains eternal control of the populace: win-win. I hope someone is willing to play the leader of such a nation because I want to play the 'trusty lieutenant' to such a leader. A similar example can be seen in the prequel trilogy of Star Wars, where Palpatine sends Dooku to start a Separatist faction for the Galactic Republic to fight against, allowing him to be elected chancellor, and ultimately to crown himself emperor. I guess that would make the character I want to play Darth Vader, lol.
