level 0 aka normalish are more than qualified to have it.
Level 1-3 yeah iffy but I can agree that they can have martial arts like what Grey said.
Level 4 to level 5, can't.

Why? It would be total stomp. Generally speaking, "What's the use of martial arts, when you a level 5 who is a one man army killing machine can take on the country and you have nearly unlimited calculating powers to perform anything you want with your ability."

But then again there are some people that have seriously useless abilities, no matter the level here, I'm not gonna mention who lol
Espers like that should be able to have martial arts at the very least and I conclude this discussion regarding martial arts.

And for the sake of being fair here, if you guys want to have martial arts, fine but I let you know. Can I trust you with it?
