Yeah, I think what I'll do is have the Grand Triarchate head into Azraca (Meeting the Blind Prophet does sound cool) to try and scope out some suitable land to build a new Grand Ziggurat, all the while another team of Triarchates (probably some that are respected and looked up to or something) head into Vathcras and try and make something happen. Probably a wooden lesser Ziggurat. That's the [i]perfect world idea[/i], though.
