Veiled or otherwise. He saw several citizens loot the weapon store. Theft was not illegal, so Bartho said nothing. He simply stood and watched. Onlookers might see his stern stare and guess this was hard on him, that his sense of justice put him in conflict. But he wasn't conflicted. By strict law, theft was legal. Shop owners had their own way to protect their interests, it was not his jurisdiction. He was simply waiting for one to aim the weapon at another citizen. Waiting for someone to break the law. Barto imagined how he'd break them in return.
