[@Flamelord] It says in the OP that the City-State of Aurora includes surrounding feifdoms.  So I'm assuming that this a feudalistic society, where the Ruler of Aurora portions out land and wealth to her lieutenants and vassals (taking the place of nobles and knights).  Does that mean that Magical Girls who are not necessarily at the top still might have small chunks of territory under their control (to manage, etc.)?  And then Aurora itself is part of an even larger, looser alliance that is Elysium?
