You would assume correctly. The person at the top hands out territory, either as favors to secure loyalty, or to benefit those loyal to her, and then those below her can use their territory as they see fit, whether it be divvying it up further amongst subordinates and weaker magical girls, or controlling it all directly. So long as the Grief Seed tax is paid, there's generally little issue unless there are obvious signs of scheming and treason. And then the entire ACA is itself part of Elysium, along with other independent magical girl governed city-states.
