A few questions. 

1) Are we all "good" guys.
2) Is it going to be a requirement that we all are from the same general area? (Because if someone's in USA and another is in Russia... that might get a little unwieldy) 
3) Are there certain power sets that are off limits?

And not question, merely an FYI,
The vast majority of China's population is on the coast line not inland because of the desert. So if Russia's Siberian tundra provided a good hiding place, so would a lot of parts of China. Just saying.
