Judgment is volunteer; there's no real central leadership to screw with. And some of their branches are as corrupt as Skill-Out. Anti-Skill is screwed though. 2.) Skill-Out's are as physically strong as Olympic bodybuilders. They also have deadly weapons, some pleb-level espers, AND AC tech - two of which are unavailable on the outside because AC Administration is full of Monopoly-playing assholes. Not that Skill-Out isn't shit at fighting - since most of them [i]are[/i] horrible fighters - but I feel that's something you should take into account, even if the Yakuza wins this situation most of the times out of 10.
