It would have a few dozen people, a hundred at most, including NPCs.  I want it to be a small colony, not a city or an outpost.
While something like this would mostly attract men, especially those that are really masculine, because of the pirates, it could still have women and even a few families, especially if they have older kids.  Not many people would want to raise a toddler on an oil rig that's under constant threat, but some could consider it their best option given the freedoms, lack of government, or economic opportunities.
