Well, I don't know about Arrow, but Question, while he is a bit of a douche, is a quick-thinker, as shown with how he takes charge when Ditto doesn't give orders. I'm not sure how any of the other characters would be as a leader - though, forgive me Crim, I can't really imagine Tea leading the team, though I have a distinct feeling she wouldn't really want to in the first place XD. I do know that Kendra, as strong and proud as she acts, wouldn't want the position, as she doesn't want to be responsible for having to take care of everyone.
