Probably for the majority, but Earth Land has both castor and holder magic. Castor is the magic being used from the user's body storage and holder is the magic used from the object.

I have Gentsai believe in the idea that although they have been without magic for about a century, their live could greatly improve if they had it to use. Yes, everyone might need to relearn how to use it, but they if they go the earth land, the they would have a world that has been use to magic and learn form the native inhabitants. Or just somehow reverse engineer their own magic or something.
