Q's the best of a bad situation.  He's capable for the job, and even if he isn't trying to be everyone's best friend (Or even their second best) he still cares for the wellbeing of his teammates.  See his rushing to Kassandra's aid, saving Armoury from Heatwave while knowing it would put himself at risk and planning to remove the RL's ring himself, despite knowing it will most likely kill Toby Garrison, just to save his team from having to do it themselves.
