Does this count as an acceptance? The United New Roa'marii Empire, Founding Empire of the United Empire will accept you into the United Empire. Any of your wars would be our wars. Support would come from all member nations who can supply it. You will remain sovereign, we just ask that you follow certain agreements when dealing with other member nations. 

Of course, that requires submitting an app and being accepted first. Then making first contact.
