Well, as far as we've discussed we've set the limit at A-rank, pretty much free range, but there should be some logic behind it. As for chakra we're not going to worry about counters and stuff, just try to be realistic.

EDIT Also, custom techniques are allowed, but might have to be edited to keep the powers at a realistic level.
