The Congregation and the Builder haven't allied with the Romans, tis a mere equal trade, or at least equal in the Congregation's eyes... Though I've given the Romans a huge advantage in unit production, buuuuuut I still gotta get the Builder to warn the gov that quick-made Hardlight constructs are fairly easy to break... wups.
